Metropolitan Water District of Southern California (MWD) SoCal Water $mart Rebate Program, LADWP customers can get up to $5 per square foot (LADWP $3/sq ft + MWD $2/sq ft = $5/sq ft) to transform existing lawn into a sustainable, low water use landscape.
This rebate is intended to help cover the costs of converting your lawn to a drought-tolerant landscape. How to apply for the  LADWP Turf Replacement Program

The minimum square feet to receive the rebate is 250 square feet and the maximum allowance is 5000 square feet.  
1. Check your eligibility
  - You must be a customer of the Los Angeles Department of Water and Power (LADWP).
  - Your property must have existing grass lawn areas.
  - The new landscape must follow specific guidelines regarding plant types, irrigation systems, and coverage.
2. Get pre-approved
  - Identify the areas of your lawn you want to replace.
  - Take clear photos of the current lawn areas.
- Submit Pre-Approval Application
  - Fill out the pre-approval application form online.
  - Attach the photos of your existing lawn.
  - Submit the application and wait for pre-approval before starting any work.
 3. Once approved you must:
  - Replace the lawn with drought-tolerant plants, mulch, or permeable materials.
  - Ensure you plant at least 3 plants per 100 square feet
  - A rain capture feature like a rain garden, rain barrel, cistern, infiltration trench, or vegetated swale 
  - Use efficient irrigation systems like drip or soaker hoses.
  - Mulch all exposed soil surfaces
4. Complete the Project
  - Save all receipts for plants, materials, and services.
  - Take photos of the project at different stages.
  - Ensure the project is completed within the timeframe specified in your pre-approval letter.
5. Post-Installation Inspection
  - After completing the project, contact LADWP to schedule an inspection.
  - An inspector will visit your property to verify the project meets all the requirements.
6. Submit the Final Application
  - Fill out the final rebate application form.
  - Attach all required documentation: receipts, photos of the completed project, and any other necessary paperwork.
  - Submit the final application online or by mail.
7. Receive Rebate
  - Your application will be reviewed, and if everything is in order, the rebate will be processed.
